وصف العمل:General Description of the Program:
GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governorate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has expanded program sectors to include the provision of Water, Sanitation and Hygiene (WASH) to those most in need. Goal is currently undertaking a large scale project providing subsidised bread to multiple government and private bakeries in Idleb.

Job purpose:
The main objective of this role is to provide information to bakeries’ program and support it in the attainment of their outputs. The role will also provide upward support to the Deputy Program Manager and play an integral part in the overall achievement of department results. Based both in GOAL’s offices and in the field, the Bakeries’ Repairing Technical position will report to the Deputy Program Manager of the bakeries program.

Job purpose:
The Bakeries Program Manager is responsible for the planning, implementation and reporting of GOAL’s bakeries activities in Northern Syria, supported by the FSL Program Coordinator. The PM will support and advise the FSL Program Coordinator on the global development of the FSL program and ensure coordination, planning, monitoring and management of bakeries program activities. This will involve working with GOAL’s M&E team to ensure timely and effective monitoring and evaluation of bakeries program activities and impact. The PM bakeries will be responsible for day-to-day program implementation and for ensuring that the program effectively and efficiently achieves its objectives in accordance with GOAL’s guidelines and principles and donor requirements.

Duties, objectives and competencies
• Technical oversight of the Bakeries program in the targeted area, in line with GOAL policy, cluster recommendation and agreed standards (as per approved project plans). This includes undertaking assessments, strategizing, designing, implementing and monitoring of the program.
• Develop detailed activity plans in line with the Bakeries program objectives, ensuring that those activity plans are implemented and any expected delays and / or modifications are communicated and raised in a timely manner with the FSL Program Coordinator.
• Oversee and ensure the delivery of the Bakeries program in terms of outputs against activity plans and take all-necessary action, in association with the FSL Program Coordinator, to ensure the program achieves its objectives within the allotted time and budget and to quality;
• Contribute to the design of new Bakeries programming and proposal development; ensuring these are informed by an accurate understanding of priority needs and gaps in GOALs areas of operation;
• Travel frequently to program locations to directly monitor Bakeries program activities, ensuring clear feedback is provided to field staff and / or partners on necessary changes or improvements required to ensure project activities meet stated objectives and deliver maximum benefit to targeted beneficiaries;
• Work closely with the Partnership Team to provide technical support to GOAL partners working on Bakeries projects to ensure partner activities are in line with GOAL processes and requirements;
• Ensure that beneficiaries, local authorities, and local staff are represented in program planning and evaluation;
• Coordination with the Harem Area Manager on FSL programs needs in relation to support from Logistics, Finance and HR;
• Liaise with the FSL Program Coordinator and procurement department in Antakya to ensure that there are no delays in procuring and delivering to the field site materials needed for the FSL program;
• Liaise with the FSL Coordinator and Finance departments in Harem and Antakya to ensure smooth implementation of GOAL’s cash/voucher system as per GOAL requirements and policies;
• Coordinate with the M&E team to ensure the development and implementation of appropriate M&E and program management tools and systems as well as on-going community feedback mechanisms;
• Improve the quality of services provided through support and supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines;
• Ensure effective coordination, information sharing and liaison with other actors operational in GOAL areas, identifying opportunities for complementarity and reducing the risk of duplication;
• Identify staff and partner capacity building requirements and work with the FSL Coordinator and Partnership Program Manager to design and deliver effective training, mentoring and other activities to address identified capacity gaps;
• Direct management of GOAL staff assigned to FSL program, eensuring that all staff have clearly defined job descriptions, work plans and understand their responsibilities;
• Ensure that policies and guidelines as laid down in GOAL manuals and policies are adhered to at all times;
• Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms;
• Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives;
• Work with FSL Coordinator, Logistics Coordinator and the Finance team to ensure continuous oversight and involvement at all stage of the program cycle;
• Ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual;
• Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project;
• Other related tasks at the request of the FSL Coordinator.

Requirements:
• Bachelor’s degree in relevant field (agriculture, bakeries, social science, business economics, project management etc)
• Experience of working in Syria, knowledge of Hama and South Idleb a distinct advantage
• Excellent interpersonal skills and relationship building skills with the ability to interact well with people of all backgrounds
• Good communication skills (written, spoken), including writing skills in English and Arabic
• 3-5 years work experience in a relevant sector/ including managing a team
• Demonstrable experience of the bakeries sector in Syria
• Demonstrable experience of project cycle management
• Demonstrable experience in capacity building and training
• Project management, planning, budgetary control and financial management skills
• Good computer skills (Word, Excel)
• Enthusiastic, flexible about working long hours and keen to work hard to achieve the objectives of the program
